This is a local neighborhood next to a fútbol field, so you may hear normal community sounds at times. Costa Rica power can be inconsistent, so please turn off A/C when you leave.
You can absolutely stay here without a rental car if you’re comfortable walking and using local transport. The beach, grocery store, and several places to eat are all within walking distance. There’s also a local bus route connecting Puerto Carrillo and Sámara, plus taxis that can be arranged if needed. That said, if you want to explore multiple beaches and towns along the Nicoya Peninsula on your own schedule, a rental car gives you the most flexibility.
